20 yearsJob Description : PROJECT DIRECTOR QATAR Responsible for the direction and coordination of EPC contractor, all site resources and site stakeholders, to ensure that construction meets highest safety performance, contractual requirements, project schedule, quality and budgets in the most cost effective and efficient manner. JOB RESPONSIBILITIES Manage, direct and coordinates EPC contractor’s daily site activities with responsibility for delivering the project in compliance with all contractual requirements, ensuring that resource usage is optimized to achieve, or exceed projected budgets. Review contract/tendering documentation, to ensure a thorough understanding of the contract requirements, participating in the preliminary planning and budgeting stages, as necessary. Review EPC contractor claims and coordinate with Contract Manager as necessary in order to protect Project Company’s interest under the terms of the contract Coordinate the activities of the mobilization team to ensure that all necessary activities are reviewed with actions properly assigned, timescales agreed, and relevant parties properly briefed with new communication channels established where necessary. Establish and review along with relevant Project Company’s and EPC Contractor’s site staff, the resourcing requirements for relevant parts of the site to ensure that these are accurate and realistic and that any necessary steps needed to supply resource have been arranged with reference to the critical path. Participate in the review of the content of construction drawings and procedures, in order that construction execution is optimized in the most effective and timely manner. Participate with relevant site staff, in the development of the construction schedule together with the mechanisms for monitoring subsequent progress against that schedule. Ensure that corrective action is agreed and implemented at the appropriate level where variations from plans occur. Liaise with relevant staff to ensure that the output on financial performance is reviewed at the appropriate level and frequency to ensure effective control of the project finances. Provide adequate resource and expertise on site to ensure the effective supervision, monitoring and control of the work being undertaken to ensure full compliance with all relevant standards e.g., contract documents, specifications, method statements, Project Company’s policy and procedures. Resolve any contractual matters or complications and ensure that appropriate action is taken which does not compromise or expose Project Company to unnecessary risk. Ensure that Project Company relevant policies and procedures, local labour laws and safety procedures are consistently implemented across the project, taking effective remedial action where non-compliance is identified. Review and assess the integrity, frequency, and value of site reporting, establishing revised systems where necessary to ensure that Project Company have the necessary up to date information to effectively manage the project to meet its objectives, providing any required reporting to Project Company. Maintain under regular review, the demobilization plans of the workforce and plant as the project progresses. Ensuring that all punch-list items are resolved, hand over is satisfactorily concluded and that there is no prolongation of project. Participate in a formal review of the project with relevant parties on completion, to establish opportunities for learning/development. Represent Project Company’s interests with EPC contractor suppliers, partners, and third-party contractors etc., negotiating terms and conditions where necessary, ensuring that Project Company’s interest are both optimized and protected. Monitor performance of EPC contractor, suppliers, and sub-contractors to determine compliance with contractual obligations. Coordinate with others to resolve issues arising from disputes or sub-standard performance. Establish and maintain good relations with clients, partners and local authorities aimed at safeguarding and promoting Project Company interests. Coordinate with Contract Manager to prepare letter to EPC Contractor for technical/legal part. Qualifications experience skills & knowledge Sc. In civil engineering discipline 20 years of experience of working on a breadth of similar heavy construction projects Involving in depth knowledge of several engineering disciplines including mechanical, electrical, instrumentation and control of similar projects. High level EPC experience/exposure. Proven track record of construction management of similar projects (5 years) Experience should cover site and office exposure. High order of cost awareness. Excellent organizational skills Excellent presentation and strong negotiating skills Knowledge of technical/legal/commercial aspect of EPC Contract Experience of Construction Director (similar positions) in Project Company of PPP project such as BOT/BOO, which subcontract to EPC Contractor (preferred)
