General Manager

Job Description : HEAD OF SPECIAL ECONOMIC ZONE SOMALIA DP WORLD · Main objectives of the position are to (i) Play an active role in the setting of the Berbera SEZ project as well as the setting up of the one stop shop (ii) Manage the day to day operations of the project once operational (ii) Ensure that all the KPIs namely the Financial and Commercial ones are met (iv) Manage the key functions in the zone namely the commercial, marketing, financial, operational, regulatory, investor services, governance functions (v) Provide the CEO DP World Berbera with all the support so that the right strategic plans are taken for the successful development and operation of the Berbera SEZ KEY ACCOUNTABILITIES 1. Commercial - Ensure the commercial objectives for the zone are achieved. a. Prepare and execute the commercial plan consisting of KPIs and key actions b. Develop the product and service offerings as well as the pricing strategy c. Ensure sales KPIs are achieved in terms of number of enquiries, no of customers and occupancy d. Ensure that the KPIs are achieved in terms of aftercare and customer satisfaction index e. Ensure that the customers to whom facilities in the zone are allocated contribute in generating cargo volume for the port 2. Marketing & Communications – Ensure brand recognition & maximum awareness a. Ensure that all the relevant promotional tools are in place (presentation, web site, brochure, digital etc) b. Promote the zone by participating in targeted roadshows and exhibitions 3. Finance - Ensure the financial KPIs for the zone are achieved a. Prepare the financial plan and annual budget for the zone b. Ensure the financial KPIs namely in terms of revenue, expenses and net profit are achieved 4. Operations – Ensure that the zone offers a business friendly and compliant environment a. Prepare the zone operational regulations with the support of the head office teams and update as and when required a. Liaise with the key stakeholders namely the SEZ Authority and Customs 2. EHS – Ensure that the zone offers a safe and secure environment a. Prepare the zone EHSS regulations with the support of the DP World Berbera Terminal team and update as and when required b. Ensure that the necessary inspections are carried out with respect to the necessary EHSS Audits c. Ensure that all necessary corrective actions are taken to remedy any EHSS issue 3. Facilities Management - Ensure the zone & its assets are maintained as per best practices a. Develop a maintenance plan with the support of the DP World Berbera team b. Ensure that all maintenance works are carried out as per the maintenance plan 4. Governance - Ensure that the business is operated in line with all established guidelines a. To ensure that all licenses, permits and agreements are in place and valid b. Ensure timely reporting to the board of the company and to other stakeholders 5. Regulatory – Ensure that the regulatory framework offers a competitive and conducive environment a. Advise the local stakeholders on regulatory issues with the support of the head office teams b. Prepare the SEZ regulations and SEZ Company regulations with the support of head office teams 6. One Stop Shop: Ensure the OSS offers efficient commercial & administrative services to customers. a. Set-up the OSS wit the support of the head office teams in line with the regulatory framework b. Ensure that all approvals required from the SEZ Authority are obtained with regards to the operation of the OSS Ensure that all KPIs with respect to the delivery of services to customers are achieved Qualifications, Experience & Skills Qualifications · Recognised degree in Business Administration, Finance, Economics, Law, Engineering or any other relevant field from an accredited university. · Master Degree in Business Administration, Finance, Economics, Project Management or any other relevant field will be a distinct advantage. Experience · Minimum 10 years’ working experience · Minimum 5 years’ experience in a senior position in a commercial or operational function in one of the following sectors: special economic zones, supply chain & logistics, ports & terminals, shipping. · Experience in investment and trade promotion agency will be an advantage. Skills · Experience in development and operation special economic zones or similar industrial and logistics infrastructure. · Experience, knowledge and ability to clearly articulate SEZ value propositions. · Understanding of regulatory, legal, commercial, operational and financial aspects of special economic zones · A track record of successfully managing stakeholders. · Experience in setting up new strategic projects and working abroad will be an advantage.
