12 yearsJob Description : PROCUREMENT HEAD MALAYSIA A prominent local bank is seeking a Head of Procurement to be based in Kuala Lumpur, Malaysia. Reporting directly to the Chief Finance Officer (CFO), this job will be responsible for providing advice to key stakeholders and the entire strategic procurement spend and activities of the bank. About the Head of Procurement Role: As the Head of Procurement, you are responsible for providing leadership and high impact initiative while centralising procurement that would bring best in class procurement practices in sourcing and contract management which is aligned with the bank’s strategic priorities and policies and governance. Key Responsibilities: · Be responsible for the procurement process - including policy, governance, e-procurement and e-bidding system, tendering, effective negotiating, contract management, vendor evaluation, and sourcing of external vendors · Provide more efficient procurement procedure to the bank, including setting up tender secretariat, sourcing practice, negotiation standards, use of technology and compliance with relevant legislations and policies · Ensure effective monitoring of contract management and supplier performance according to Service Level Agreement (SLA) and market benchmark · Track approved suppliers and single source suppliers · Lead procurement budget planning for the department · Ensure engagement and training of procurement policy and governance are extended to all stakeholders to ensure procurement processes meet objectives For you to excel in this role, you must have a background in successfully establishing procurement from financial services (banking, insurance) is an added advantage. It is expected for the Head of Procurement to build a high-performing team. Key Requirements: · Bachelor’s degree in business or any related field · Minimum of 12 years’ experience in procurement, strategic sourcing, tendering and contract management with a background in banking · Minimum of five years’ managerial experience · Knowledge of red book on procurement guidelines and best practices is advantageous · Strong business acumen with excellent management, leadership and strategic planning skills
