Job Description : COMMISSIONING MANAGER – REFINERY PROJECT SAUDI ARABIA · Degree qualification/Bachelor of Engineering · Min. 10 Years ‘experience in the Refinery/Downstream Industry, as a Commissioning Manager in Refinery, worked as PMC team leader for Commissioning and Start Up. Act as a lead advisor to Plant Owner and executioner for the Commissioning and Start Up activities. · Have thorough knowledge of Utility and Process with Clean Fuels, Naphta Hydro Treatment, Continuous Catalyst Reforming, Isomer, preferably worked with AXENS Technologies or UOP. Job Description Developing Strategy for the execution of CSU activities. Conduct and involve in Gap analysis with respect to the execution strategy, Procedures, Sequencing and optimization of Time and resources. Conduct continuous meetings with all stake holders and review the existing procedures and identify outstanding procedures and develop with team. Approval to be taken Develop look ahead schedule, align required resources and communicate with End-user/ Owner and EPC contractor. Resolve conflicts with respect to execution sequencing of the CSU activities. Functional knowledge of pre-commissioning, turnover, commissioning, operations and maintenance technology. Experience in project risk review and follow-up for mitigation planning and execution Responsible for functionally developing, managing and delivering the means and methods of the commissioning execution strategy, schedule and cost. Lead & direct all commissioning activity for a project including the lead staff position responsible for and directing all commissioning activities at the site. Develop KPI’s for Pre-Commissioning activities. Ensure safe and smooth handover from Pre-Commissioning to Commissioning and subsequently to Start Up department. • Definition and development of the project completions/commissioning and start-up philosophy and strategy, and various levels of CSU plans. • Selection of suitably qualified and experienced personnel to staff the CSU Team. • Defining inspection and testing requirements relating to Mechanical Completion and Pre-commissioning. • Defining vendor representative support requirements, time schedule and cost forecast. • Interfacing with engineering, procurement and construction groups regarding commissioning priorities and resolution of site queries. • Implementing and managing Change Control procedures during commissioning. • Managing Health, Safety and Environmental aspects relating to commissioning activities, in partnership with project and site construction managers. • Preparation of “as-commissioned” documentation to facilitate the handover of systems from construction, through commissioning and into operations. Project duration 12-18 months, accommodation, transport, R&R air tickets 12 weeks on 2 weeks off provided by client, single status.
