Senior Contracts Specialist

Job Description : Senior Contracts Specialist (Pre-Contract) Job Location: QATAR Job Details: • Conversant in Tender Document preparation and construction Qatar PWA / FIDIC contracts knowledge • Understands all aspects of tendering activities and Qatar Tender and Auction Regulations • Monitor and review tender preparation, observe tender activities and answerable for tender accuracy and completeness • Coordinate with the focal point in Requesting Departments involved in Tender Request. While reviewing tender document, raises tender insufficiency and if appropriate, provides purposeful recommendation • Reviews draft Tender Circulars ‘prior to publish in E-tendering system • Observes tender activities conducted according to the Qatar Tender and Auction Regulation and Instructions to Tenderers, • Reports any known or suspected breach of contract process or other non-transparent practices to the Head of Section • Delegate, evaluates or lead a team in Technical Tender Deliverables, issue post-tender clarifications and prepare its report Assists managers in producing various reports, tables and presentation material if requested by the Head of Section or Department Manager Qualification Possess as a minimum, Bachelor Degree in Quantity Surveying, Engineering, Business Administration, Commercial Law or equivalent from recognized university Chartered member of Royal Institute of Chartered Surveyor or other similar and internationally recognized professional body is preferred Experience At least 15 years industrial experience with overview contract implementation terms and analysis of commercial & technical contracts which includes condition of contracts, reviewing/ evaluating/ responding to proposal/variation/claim and delay requests, pricing and negotiations and handle dispute resolutions. Minimum 3 years of experience in the gulf region is preferrable.
