Group Procurement Manager 
10 yearsJob Description : GROUP PROCUREMENT MANAGER SOUTH SUDAN 10+ years experience Roles and Responsibilities KEY ACTIVITIES Strategy and Internal Controls: a) Establish and implement procurement policies, procedures and best practices across the Group and subsidiaries; b) Ensure compliance of the Group`s procurement Policies and Procedures, and applicable laws and regulations; c) Develop and implement procurement strategies that are inventive and cost-effective; d) Minimize lead times and reduce the need for urgent requests by improving procurement planning and communication about procurement processes within the Group; and e) Provide preliminary risk assessment related to procurement activities and develop mitigating strategies. Procurement Operations: f) Introducing and negotiating with new suppliers for good rates and credit limits; g) Manage vendor selection process based on price, quality, support, capacity and reliability; h) Liaise with key Group departmental managers to determine their product and service needs and ensure 100% on-time delivery, proactively identify risks and address issues; i) Prepare purchase requisitions, approve and issues purchase orders in accordance with Group`s policy and negotiated terms and conditions; j) Must make sure all agreements are delivered with in timeline mentioned on the LPO; k) Monitor any discrepancy between LPO, DN and Material quantity. l) Ensure quality is checked and communicated to supplier for clarifications; m) Ensure continuous, reliable supply of goods and services that drives an uninterrupted flow; n) Certify that all purchases are reviewed, analyzed and approved to ensure justification exist and policy is followed; and o) Coordinate with vendors and suppliers to troubleshoot any potential problems in the supply chain that might affect cost, quality, or delivery times. Vendors and contracts Management: p) Ensure Group wide registration of vendors, blacklisting where appropriate and maintain Vendor Database of suppliers who are reliable and competitive; q) Ensure all vendors are profiled with due diligence carried out to establish integrity and credibility of vendors; r) Conduct a thorough market survey at least annually to refresh the organizations preferred Vendor Database; and s) Reviewing existing contracts with suppliers and vendors to ensure on-going feasibility
