Project Director

Job Description : PROJECT DIRECTOR SUGAR MANUFACTURING 20-25 years experience Location: Kampala + Kakira, Uganda Reporting to: Joint Managing Directors + Board of Directors Supervises : Manager - Project Finance, Project Manager - Engineering, Project Manager - Civil Construction. Interface with: General Manager, Finance Director, Executive Director - Commercial, Director - Corporate Affairs, Group Company Secretary, Group HR Manager. Responsible for: (1) Identification of opportunities for expansion / diversification / acquisitions / divestments and advise management. (2) Pre-feasibility analysis for any new investments covering preliminary market potential and budgetary revenues and costs. (3) Preparation of detailed project reports - including detailed market study (volumes, quality, and prices), evaluation of technology options, assessment of capital costs and operating costs, assessment of input availability, organization structure and staffing, detailed financial projections (including balance sheet, profit & loss account, cash-flow, investment schedule, depreciation, financing options, etc.) (4) Analyzing all project related requirements - Prepare Project & Design Brief in terms of function ability, constructability, cost, time, quality, and safety (5) Arranging funding from Banks / Development Finance Institutions - including negotiation of terms, loan agreements, security documentation, etc. (6) Consultants Selection - Design Management & Coordination (7) Procurement Strategy for Projects & Implementation (as per internal / financiers procedures) : floating inquiries for equipment & services required, evaluating offers received, negotiations with short-listed parties, detailed contract documentation (8) Development of Construction Programs, Monitoring & Tracking, Earned Value (EVM), SPI, Critical Path & S-Curve Analysis. (9) Contractors & Sub-contractors : Vendors Selection, Deployment & Management, Contract Administration & Communications. (10) Develop QA/QC Plan - Management & Implementations. (11) HSE Plans - Oversee Standards, Management & Implementation. (12) Change Requests : Authorizations, Control & Updating. (13) Overseeing Regulatory Compliance & Statutory Approvals. (14) Providing oversight and leadership in executing projects from inception to planning to completion. (15) Oversee design submissions (design basis reports, BOQs, technical specifications, value engineering, cost-benefit analysis, drawings, equipment & finishing schedules, etc). (16) Overall Cost Control during all stages of projects (design, tendering & procurement, execution, and close-out). (17) Project implementation - monitoring project progress; coordinating activities of consultants, suppliers, contractors, internal staff, etc; reporting to management and financiers. Day to day communication correspondence with all project stakeholders including contractual issues (18) Managing & expediting : (19) For new projects, assist ED Commercial in negotiation of long-term supply / sale agreements. (20) Interaction with Government agencies in respect of various project activities to ensure compliance with all laws and regulations. Job qualifications : - Any graduate engineer with MBA from premium institutes - Age group 45 to 50 years - 20 to 25 years of experience in handling projects (concept to commissioning) from Sugar or any manufacturing industry. The candidate should currently be the Head of Projects. - Computer literacy (particularly financial modelling with Excel) and working knowledge of MS projects are essential.
