Job Responsibility * Provide HSSE and Process Safety governance, assurance and support to the Company's Senior Management Team to drive/ institutionalize a relentless commitment to meet Company’s business HSSE objectives (i.e. achieve an incident and injury free workplace and to develop/foster an intervention culture to eliminate unsafe conditions and unsafe acts) throughout the Company including project(s) and to ensure Company compliance with regulatory HSE requirements so as to attain HSE permits and licenses necessary for the execution and operation of Company facilities. Principal Accountabilities * Develop and drive the continuous implementation and enhancement of Company HSEMS, procedures practices and processes to ensure a consistent, Company-wide approach and that proper HSSE strategies, HSEMS, policies, standards, and tools are in place and functioning throughout the Company and to provide assurance to Shareholders and Company's Senior Management Team for the Company HSE management and performance. * Plan, formulate and implement HSSE strategies and initiatives at ensuring compliance to Company's HSSE Policy, legal and statutory requirements, translate the strategies and initiatives into series of programs in HSSE Plan (including developing comprehensive budget through detailed assessment of needs) to maintain and improve the health, welfare and safety of all employees, behaviors towards HSE, general hygiene standards in all locations and protection of the environment. * Establish and enhance effective control of HSE management through both leading and trailing key performance indicators and compliance programs by conducting periodic system appraisals and review on the level of achievement to verify that the Company's and its contractor's HSSE programs and practices are consistent with the Company's HSE policies and objectives as well as adhere to relevant operational and legal requirements and standards * Lead and drive the implementation of Contractor HSE Management process and requirements in various division, inline with Company’s HSEMS, procedures and guidelines to ensure effective HSE controls at various operational activities, including tender preparation, evaluation and subsequent contractor HSE management to ensure compliance and that Contractors HSE plans, programs and performance as well as development and implementation of project HSE audits and inspections at various work locations are kept fully active, monitored, and reported. * Establish and drive the development and implementation of all HSE training activities to ensure high level of HSE competency & preparedness amongst management, employees and contractors including defining competency requirements, overseeing the development and conduct of training programs in all areas of operations * Develop and drive the implementation of an effective and comprehensive program of hazards, effects management, critical event analysis, exercises, inspections, audits and drills, and risk management by ensuring the processes are in place and that the emergency response interventions are kept at the highest levels of preparedness and professionalism in minimizing risks to employees, contractors, assets and the environment. * Establish and maintain close relationship and rapport with national oil company, Local Authorities, Government Ministries/Agencies, Shareholders, Industry Players to keep abreast with latest updates in HSE issues, trends, legislations, technologies and advancements as well as to convey accurate messages in timely manner to safeguard the reputation and long-term interest of the company, through networking and effective communication. * Recommend improvement strategies and drive the execution of the accident investigation process to ensure effective identification of root causes and lesson-learnt, highlighting adverse trend, if any; and gain stakeholder acceptance in the implementation of required intervention plan. * Direct and champion the development and organization of HSE capabilities, HSE culture/behavior and appropriate facilities as well as be the secretary of the HSE steering Committee for effective HSE management in the Company by organizing and coordinating the various committees and work-groups to ensure consistency of approach to achieve the specified objectives. * Review and assess results and statistics as well as provide management with ongoing reports on readiness, performance and recommended strategy to ensure that all business activities are adequately safeguarded from all HSE risk. * Oversee and review the respective division contribution towards maintaining the integrity of the facilities, platforms and equipment; including control measures, techniques and methodologies (such as HAZOPS, QRA, EIA, HRA, etc.) as well as direct the revision of project engineering designs and operating philosophy to ensure that appropriate hazards and effects reduction, containment and response features are incorporated Requirements * Bachelor degree in Engineering or equivalent qualifications. * Minimum 20 years of major international experience in managing HSE in an E&P organization or related oil & gas industries. * Advanced proficiency in relevant engineering & construction codes, standards safety practices
