Job Description : Vice President Operations Location: Mutoshi (Kolwezi), Democratic Republic of the Congo The successful candidate in this role has a primary responsibility to ensure smooth establishment of a new operation from a startup to a functioning Mining and Mineral processing operation for the Mutoshi mining operation of Chemaf including change management and stakeholder co-ordination. The Mutoshi processing plant with a capacity annual production of 50,000MT copper cathodes and 16,000MT Cobalt hydroxide is currently under construction and commissioning is scheduled to commence from August 2023. This appointment will be effective from February/March 2023 and will be responsible for the operational readiness leading up to commissioning of the plant and thereafter transition to the operational leadership for Mutoshi Mining operation. Responsible for providing operational leadership and management to meet the short, medium and long term goals of Chemaf, the incumbent shall be a part of the Chemaf Executive Committee and reporting to the Managing Director. The role requires a self-motivated and results-driven individual to direct and manage our day-to-day mining activities plus develop and implement plans to maintain and improve the production profile of the business. For this role the individual should be a confident decision-maker and possess excellent communication skills, knowledge of mining and processing oxide copper/cobalt ore, ability to operating safely and sustainably and collaborate with the various disciplines. The candidate needs to be highly motivated to take on a senior position with challenging work, covering many different aspects of management and take on tasks of high responsibility. They will chair internal operational meetings and participate in other management meetings, lead large teams of people and contribute to the business management. Responsibilities: · Direct hands on governance across all operating units by developing/deploying a control mechanism (systems, procedures) with a view to monitor progress against plan and report as well as remedy adverse variations for Mutoshi · Develop a long and medium operating strategy to optimize the utilization and efficiency of the current and project processing facilities, which incorporate the potentially economic prospects licensed to the Company · Contribute to business strategy to improve companys competitiveness, profitability, and growth · Contribute actively in the implementation, controlling and adherence to ESG management requirements · Ensure compliance of internal and statutory SHREQ standards in operations by supporting the SHREQ General Manager with the ISO implementation and ensure compliance as well as maintaining necessary monitoring protocols for incident prevention and environment sustainability for the operations · Maintain and encourage a safe work environment at all times · Recognize operational, technical and safety challenges, take action to prevent or overcome them, and continuously seek improvement · Enable direction, leadership, and resources for cross-functional teams under remit to work cohesively towards achievement of business objectives while ensuring high morale · Lead the mine operations management team and manage all mining and processing personnel and resources · Build and maintain meaningful relationships with executive management, relevant internal stakeholders, and external partners such as vendors/suppliers, contractors and govt. authorities · Under the terms of the operating strategy prepare short term and LOM operational plans for the mine, monitor and report progress to enable achievement of business objectives i.e. meet/exceed productivity targets apropos of projected quantity, quality, cost, and time · Contribute to the business strategy at Chemaf by devising and recommending optimization plans and continuous improvement initiatives for mining and mineral processing operations · Ensure operational that company policies and Standard Operating Procedures are complied with and regularly reviews are conducted to ensure alignment to best international practices · Propose and monitor capital expenditure projects to expand capacity or improve operations · Prepare and co-ordinate daily and monthly operational mining planning schedules · Prepare the quarterly, annual and LOM production and operating budgets, and report performance and costs · Oversee new projects, (ex. installing new mining equipment or opening a new business model) · Management of owner mining equipment · Management of the mining contractors performance · Oversee the recruitment and development of superintendents, supervisors, and operators, providing support and guidance to build an effective workforce · Maintains positive relations with union and representative bodies · Promote and sustain a culture of ethics throughout the organization · Foster a success-oriented, accountable environment within Chemaf Requirements: · Bachelors degree in mining, civil or metallurgical engineering is mandatory · Advantageous with geology qualifications · Corporate membership of an internationally accredited professional institution · Prior experience (min. 15 years) in leadership position with technical, statutory and safety aspects for mining and mineral processing operations is mandatory · Knowledge of open cast base metal ore mines with a preference for relevant experience in mining and mineral processing operations · Proven ability leading cross-functional teams and key negotiations that combines interpersonal communication, leadership, and organizational skills required for leading high-level business affairs · Experience in ESG management and community stakeholder engagement · Excellent communication skills and professional/full-working proficiency in French and/or Swahili is advantageous · Strong personal credibility and interpersonal skills with the ability to build trusted relationships at all levels of the business over multiple and remote sites · Experience in leading Mining Operations in the DRC, alternatively in the continent of Africa is advantageous · A medical assessment will be required for this appointment Competencies: · Overcomes challenges and solves
