Job Description : General Manager - SHREQ Base location: Mutoshi, Democratic Republic of the Congo The role of GM-SHREQ needs to drive best practice Health, Risk, Safety, Environment and Quality (SHREQ) within the Mutoshi operation, through the implementation of innovative systems and processes that ensure a strong culture of proactive and positive management. Supports the Vice President SHREQ Services ,Executive Committee and business units to ensure SHREQ is well managed and compliant. A key focus of the above will be ensuring zero harm to all of the operations stakeholders, through the development of an entrenched Safety-first culture. Responsibilities: Health & Safety · Assist VP-SHREQ and the executive committee with monitoring the enterprises critical SHREQ risks. · Implement and maintain a strong SHREQ management system for the operation to create a sustainable Safety Culture”, inclusive of all SHREQ disciplines that is aligned with ESG standards and principles. · Directs the SHREQ function with respect: (a) To the collection, aggregation and interpretation of data points obtained from business and support units regarding SHREQ performance and exposure to potential future events, and (b) the assembly and distribution of such reports. (c) Efficiently implement the Company’s SHREQ Policy. (d) Implement and maintain a strong SHREQ management system for the operation to create a sustainable “Safety Culture”, inclusive of all SHREQ disciplines. (e) Develop regular Safety Campaigns to create awareness and willingness from employees to put safety first. (f) Implement and manage an occupational health & hygiene surveillance plan for all employees and contractors that is aligned with industry best practice. (g) Manage mine health clinics to provide support to employees and contractors on a daily basis. (h) Develop a system of statistical records in terms of safety performance leading and lagging parameters. (i) Develop and review safety standard operating procedures/standards. (j) Maintain annual SHREQ performance targets and objectives to enhance the company’s performance standard in these critical areas. (k) Manage, guide, train and support a dynamic SHREQ team that will report to you. Environmental Management · Implement a thorough environmental management plan (EMP) that will include the following: · Water management plan for surface and underground water · Mine closure and reclamation/rehabilitation plan · Reporting on GHG emissions and implement GHG reduction initiatives · Implement a functional waste management system for the operation · Facilitate the development of a conservation and biodiversity management plan · Ensures regular review and update of biodiversity action plans · Keeps abreast of mine production planning and production operations to identify action areas · Sensitizes local communities to bio-diversity issues and the imperatives for the protection of the environment. · Ensures that environmental reports are generated to the correct standard and distributed to the relevant external stakeholders (Government agencies, financial intuitions, and other concerned stakeholders) · Implements corrective action to mitigate identified nonconformities · Identify competent consultants to undertake required environmental audits of the company s environmental management system and report appropriately · Ensures all environmental impact assessments and environmental management plan are updated as required by the Environmental Protection Agency – DRC local regulations · Initiates environmental and social impact studies for all approved new projects · Assess and assist with management of the tailing’s storage facilities Management of Sectional Resources · Prioritizes and supervises the tasks of subordinates in the section and monitors and appraises performance as appropriate. · Identifies the training and development needs of subordinates. · Assist in ensuring agreed training and development plans are met. · Prepares inputs into the annual budget and administers the sectional allocation. · Develop a weekly, monthly and annual operational report on all aspects of SHREQ and submit to your direct report. General Management of the SHREQ Department · Ensures that the organization maintains the ISO 9001:2015, ISO14001:2015 and ISO45001:2018 certification and that the necessary legal registers are in place. Drives the development of the health and safety management team through strong leadership. Ensures they have a collective scorecard, vision and mission and operate as one team. · Establishes, communicates, and facilitates the use of appropriate SHREQ methodologies, tools and techniques. · Establish enabling frameworks, such as a common SHREQ language, with which to facilitate the collection, analysis, synthesis and sharing of management data, information, and knowledge. · Validates measurement methodologies in place to ascertain the integrity of the underlying data and the reliability of reports. · Facilitates sharing of best SHREQ risk management practices across the enterprise. · Facilitates enterprise wide SHREQ risk assessments and monitors the capabilities around managing the priority risks across the organisation. · Works with business and support units to establish, maintain, and continuously improve SHREQ risk management capabilities. · Implements appropriate health and safety risk reporting to the VP SHREQ and Executive committee. · Develops measurement methodologies and monitoring methods, which aggregate SHREQ occupational exposure in the operation. · Drives the use of new technology to ensure efficient and effective health and safety reporting and management. · Supports the reporting of risk exposure and monitoring results to the SHREQ VP and Executive committee. · Assists the SHREQ VP and Executive committee with capital and resource allocation decisions that support the development of a healthy and safe working environment. · Demonstrated understanding of Health and Safety Policies, Procedures, Instructions, Rules, and Regulations (inclusive of Safety Training and Safety Information). · Influence business leadership on SHREQ and process safety matters. · Strategic Planning: Assist with compiling the Mine Strategic Plan (5-10) years. · Tactical Planning: Control the Tactical Plan (minimum 5 years). · Strong commitment to service and quality standards as well as Client Satisfaction. · Execute Group and business SHREQ and process safety Strategy. · Ensure Legal Compliance to all relevant and applicable legislation. · Any other responsibility that can be reasonably expected in this role / function. Requirements: · B-Tech/ Degree in Safety Management or equivalent. · Strata Control Certificate would be advantageous. · SAMTRAC/Occupational Health Safety and Environmental Management Qualification advantageous. · Blasting Certificate will be advantageous. · Minimum 15 years' experience in Health, Safety and Environmental environment. · Minimum of 5 years Manager Experience. · Strong experience in opencast mining operations. · Good knowledge of mine security systems and access control. · Good knowledge of environmental, health and safety regulatory and legal framework. · Strong knowledge of SHREQ related internal policies and procedures. · Knowledge required to set up and execute a strong SHREQ strategy. · Strong knowledge of Mining Industry commercial engagement · Expert health and safety knowledge and skills. · Expert Quality knowledge and skills. · Good Environmental knowledge and skills. · Change Management Champion · Ability to communicate excellently both orally and in writing, to be able to effectively manage health and safety requirements to all employees and contractors. · Ability to lead a team of people effectively and act equally as a team member. · Literate in Information Technology, as well as Microsoft Office package · Strong ability to function effectively under pressure. · The ability to organize and prioritize workload. · Experience in working with a multicultural environment. · A flexible approach to working hours.
