Job Description : HEAD HSEF NIGERIA HSEF (Health, Safety, Environment, and Fire) Job Summary: The Lead HSEF is responsible for designing, implementing, monitoring, and continuously improving Health, Safety, Environment, and Fire (HSEF) programs to ensure regulatory compliance, risk mitigation, and best-in-class safety practices. This role involves conducting hazard identification, risk assessment (HIRA), process safety management (PSM), environmental impact analysis (EIA), and fire safety planning Key Responsibilities: 1. Occupational Health & Safety Management Develop, implement, and maintain an integrated HSE management system (HSE-MS) in compliance with ISO 45001 (OHSMS) and industry best practices. Conduct Hazard Identification and Risk Assessment (HIRA), Job Safety Analysis (JSA), and Failure Mode & Effects Analysis (FMEA) to assess workplace hazards and control risks. Implement Behavior-Based Safety (BBS) programs and engage employees in safety culture transformation. Ensure strict compliance with OSHA 29 CFR 1910 & 1926, Factory Act, and other occupational health regulations. Develop lockout/tagout (LOTO) procedures to control hazardous energy and ensure safety during maintenance. Implement industrial hygiene monitoring for noise, air quality, chemical exposure, and ergonomic risk assessment. 2. Process Safety & Risk Management Lead Process Safety Management (PSM) programs, including HAZOP (Hazard and Operability Study), HAZID (Hazard Identification), and SIL (Safety Integrity Level) assessments. Conduct quantitative risk assessments (QRA), bowtie analysis, and layer of protection analysis (LOPA) for critical processes. Oversee the development of Emergency Response Plans (ERP), Business Continuity Plans (BCP), and Disaster Recovery Plans (DRP) for high-risk operations. Ensure proper safety measures in handling hazardous chemicals (COSHH - Control of Substances Hazardous to Health). 3. Environmental Compliance & Sustainability Ensure compliance with ISO 14001 (Environmental Management System), EPA regulations, and local environmental laws. Conduct Environmental Impact Assessments (EIA), Environmental Aspect & Impact Analysis (AIA), and Life Cycle Assessments (LCA). Implement waste management programs, pollution prevention, and resource optimization strategies. Develop and monitor carbon footprint reduction initiatives, water conservation, and energy efficiency programs. 4. Fire Safety & Emergency Response Develop and enforce fire prevention, detection, and suppression strategies in compliance with NFPA (National Fire Protection Association) standards. Conduct Fire Risk Assessments (FRA), Fire Load Calculation, and Fire Hazard Analysis (FHA). Oversee the maintenance of fire protection systems, including fire alarms, suppression systems (sprinklers, gas-based, foam, dry powder), and fire hydrant networks. Organize and conduct fire drills, emergency evacuation exercises, and first responder training. Implement Hot Work Permits (HWP), Confined Space Entry (CSE) procedures, and Hazardous Area Classification (HAC). 5. Incident Investigation & Root Cause Analysis Lead incident investigations using Root Cause Analysis (RCA), Fishbone (Ishikawa) Diagram, 5-Why Analysis, and Fault Tree Analysis (FTA). Maintain Incident Management & Reporting System (IMRS) to document all workplace accidents, near misses, and unsafe conditions. Develop and implement Corrective and Preventive Actions (CAPA) to mitigate future risks. 6. Regulatory Compliance & Audits Ensure compliance with international and local regulatory frameworks. Prepare for and lead external and internal HSEF audits, ensuring zero non-conformities. Conduct Management System Audits (MSA), Safety Maturity Assessments, and GAP Analysis to identify areas for improvement. Liaise with regulatory authorities (OSHA, EPA, Fire Department, Pollution Control Boards, etc.) for approvals, licenses, and periodic compliance reporting. 7. Training & Competency Development Develop and deliver HSEF training programs, including: Work at Heights Safety Confined Space Entry Electrical Safety (NFPA 70E) Chemical Safety (MSDS, GHS compliance) Permit to Work (PTW) System First Aid, CPR, and AED Training Fire Warden & Emergency Response Team (ERT) Training Develop HSE competency frameworks for employees, contractors, and stakeholders.
