Deputy Lead
20 yearsJob Description : Deputy Lead-Utilities & Offsite Job Summary: We are seeking an experienced Deputy Lead for our Utilities & Offsite operations. The ideal candidate will be responsible for overseeing the development, implementation, and management of utilities systems within a fertilizer plant. This role requires a strong background in chemical engineering, project management, and operational excellence to ensure the efficient and safe operation of all utilities and offsite systems. Key Responsibilities: Project Phase: · Develop and implement project procedures; monitor project progress to ensure timely completion of all fertilizer plant utilities including Natural Gas Receiving and Distribution, Plant Air & Instrument Air, Portable Water, Service Water, Fire Water, Polisher, DM Water, Cooling Towers, Package Boiler, Nitrogen Generation, Utilities & Offsites Storage Tank, Effluent Treatment, and Sewage Treatment activities. · Review technical and engineering specifications, equipment datasheets, PIDs, equipment and piping layouts, inspection and test plans, piping line lists, isometrics, 3D models, control loop narratives, logic diagrams, loop and functional integrity, hook-ups, electrical load lists, etc. for the detailed engineering phase of the project. · Provide leadership and participate in safety studies such as PHA, Hazardous Area Classification studies, HAZOP & SIL Studies, QRA, Air Dispersions modeling, Flares radiation study, Fire systems adequacy study, etc., along with follow-up and closeout of study recommendations. · Supervise the construction, pre-commissioning, and commissioning activities of the utility area (rotating, static equipment, instrumentation & control systems, electrical systems, etc.), ancillaries, and piping. Operations Phase: · Ensure effective utility operation of the plant during normal operation and shutdown, emergencies/upsets to achieve planned production while maintaining targeted product quality with minimal downtime and full compliance with statutory regulations. · Coordinate day-to-day activities with other sections for prioritizing scheduled and unscheduled maintenance; support all preventive, predictive, corrective maintenance, and troubleshooting activities; plan and execute shutdown and plant turnaround. · Maintain optimum inventory of catalysts, chemicals, PPEs, and consumables and conduct inspections. · Develop and implement best operational management systems with respect to Quality, Health, Safety, Environment, Social; and good engineering practices with continual improvements. · Develop and implement management information systems. · Prepare scope of works for service contracts, manage tendering, review contract bids, and oversee contract awarding and implementation. · Provide timely support and supply of utilities to all other operations and functions in the plant. · Oversee recruitment, training, and manpower development activities. Process Engineering: · Possess in-depth knowledge of Utilities & Offsites processes and related chemical engineering principles. · Understand the design, operation, and maintenance of Utilities & Offsites equipment. · Stay abreast of emerging technologies and best practices in Utilities & Offsites processes for minimizing plant-specific energy consumption. Safety and Environmental Compliance: · Demonstrate good knowledge of industrial safety, environmental standards, and regulatory compliance. · Implement and enforce protocols, conduct risk assessments, and produce reports on findings. · Implement environmentally friendly and sustainable production practices. Quality Control: · Exhibit proficiency in quality management systems and methodologies. · Experience with process optimization and continual improvement techniques. Troubleshooting: · Ability to troubleshoot and resolve technical issues within the plant. Cost Optimization: · Familiarity with costing and budget preparation. Qualifications: · BE/BTECH (Chemical) / Diploma (Chemical) required. · Minimum 20 years of experience with BE/BTECH (Chemical/Mechanical) or 25+ years with Diploma (Chemical/Mechanical). · Experience in managing projects in commissioning and running of Utilities & Offsites systems in large process plants. · Strong people and project management skills. · In-depth knowledge of Utilities & Offsites processes and related chemical engineering principles is an advantage. · Knowledge of all Utilities & Offsites systems is an advantage.
