Job Description : SEA PORT MANAGER SOMALIA He is managing overall Port activities Project: Garaad Commercial & Fishing Port project Duty station: Garaad Duration: 24 months initially, renewable subject to satisfactory performance Supervisor: Board of Directors (BOD) WADAAGSAN COMPANY BRIEF BACKGROUND WADAAGSAN COMPANY DETAILS Wadaagsan Company (WC), is the owner and developer of Garacad Port, the first privately owned and funded port facility in Somalia. Wadaagsan established in 2016 and is an indigenous Port Development Company which represents a strong shareholder base with extensive expertise, capabilities in the construction and infrastructure development industry. The corporate headquarter is situated at Amal Plaza, Galkayo, Puntland, Somalia. The Company is jointly owned by community business leaders of core professional standard in the area of infrastructure development, marine resources and shipping services. The basic principle of this thought was to elaborate the first privately owned port in the region and develop specialized marine services, logistical facilities with modernized port management for this highly strategic location on the Indian Ocean. Wadaagsan seeks to provide ultimate business efficiencies and deliver an absolute advantage for our customers every time. We will do this by exploiting our strategic location and its extra depth of the Garacad port compare to existing Somalia Sea Port, which will utilize cutting edge technologies. FUNCTIONAL RESPONSIBILITIES: The Port Manager will have the overall responsibility for the successful managing of the port within the approved framework of authority. The responsibilities include but are not limited to: • Preparing strategic Managing plan of the port with agreed time frame by stakeholders or the Board of Directors (BOD) • Training local team for different section of the port as they be part of the current and future port management • Manage all import and export activates including managing vessels in/out, terminal, staff, and all port day to day duets • The management of communication and ensuring stakeholders are aware of port management activities and progress • Managing different technical aspects of port activities, standards, controlling workflow and achieving milestones. • Advising the Board on issues that may impact the achievement of port managing • Manage the information flows between the Port management activities and Board of Directors (BOD). • Implementing and approving all activities expenses for Port management within acceptances set by the board. • Monitor evaluate the work performance and review both Health and Safety and Environmental Practices during the delivery of the activities to those requirements defined within the scope. • Manage and complete assurance processes on engagement level as per Company’s policies. REPORTING: Prepare the following reports: • Highlight Reports • Operational Closure Checklist • Final report will be summitted end of each month to the Board BUDGET: Manage budgets and cash flow and obligations to ensure that deliverables are met and payments to different entities and personnel are received on time. Ensure that all expenditure comply with Company’s Financial Rules and Regulations (FRR). PERSONNEL MANAGEMENT: • Lead and motivate the project team • Ensure that behavioural expectations of team members are established • Identify outstanding staff and bring them to the attention of the Port management • Select, recruit and train team as required by Port management CORE VALUE: • Understand the applicability of relevant situation and seek to contribute within the deliverables of the project. • Seek opportunities to recruit qualified local staff. • Look for ways to build capacity of local counterparts. • The Port management processes are designed to deliver maximum professionalism, accountability, transparency and results orient. COMPETENCIES: • Managerial - Management professional with strong Port management skill; prior Port management experience with financial responsibility in excess of USD $50. million. • Commitment – Committed to Company’s principles and values. • Professionalism - Working knowledge in Port management with expertise in sea port manging. • Planning and Organizing - Ability to plan work assignments and work under pressure of frequent and tight deadlines. • Communications/Negotiation - Excellent communication (spoken and written) skills, with the capability to articulate the Port’s strategic goals into sound operating plans and processes. Excellent written and oral advocacy and negotiation skills and personality necessary to effectively focus and motivate employees, partners, and stakeholders. • Technology Awareness - High proficiency with computers in particular MS Word, MS Excel, MS Outlook, PPT and the Internet as well as advance knowledge of working with Internet based applications and languages. • Teamwork – Ability to lead and support teams in a complex multi-national, multi- cultural environment. EDUCATION: University Degree (Bachelor) in Bachelor of Business Administration and 2nd Degree in Master of Business Administration (MBA) are required, in addition to that Project Management skill is required CERTIFICATIONS: Practitioner Certification or equivalent – preferred. EXPERIENCE • Experience in managing Seaports is required(essential). • At least 10-15 years’ experience specifically Seaport managing is required and essential (these experiences are very essential and it’s competent to be selected). • Experience in different skills, team management and skills development are competent to be selected. • Professional with high experience in working with projects more than $50. million with managerial skills in management is competent to be selected. • Experience in monitoring, reporting, development and coordination in either public or private sector organizations is asset. • Experience in project and team management and skills development is desirable. NB: The selection of successful candidate will be based on his/her competences, experience and education as stated above. Language: Fluency in English is required (essential). Any other language is desirable.
