Job Description : TECHNICAL CIVIL HEAD DRC Role & responsibilities 1. Technical Oversight & Governance Oversee all engineering disciplines (civil, architectural, structural, MEP) for internal and external projects. Review and approve project designs, execution methodologies, and technical submissions. Set company-wide technical standards, specifications, and design guidelines in alignment with local regulations and global best practices. 2. Project Leadership & Execution Control Provide strategic oversight of project planning, scheduling, and execution to ensure adherence to scope, timeline, and budget. Resolve major site-level technical challenges and escalate critical risks to the executive team. Coordinate with project managers, consultants, and contractors to ensure technical clarity and execution integrity. 3. Design & Consultant Coordination Lead coordination between architectural and engineering consultants for drawing development, design optimization, and value engineering. Ensure design compatibility with site constraints, building use, cost objectives, and construction sequence. 4. Quality Control & Compliance Drive a culture of quality assurance and technical discipline across all departments. Ensure compliance with Congolese building codes, environmental norms, safety standards, and legal requirements. Oversee the implementation of robust QA/QC processes, technical audits, and site inspections. 5. MEP, Safety & Specialized Systems Oversee integration of mechanical, electrical, plumbing (MEP), HVAC, fire safety, elevators, and other specialized systems into civil works. Support review and approval of BOQs, shop drawings, technical submittals, and commissioning plans for critical systems. 6. Strategic Planning & Cost Efficiency Participate in tendering decisions, technical evaluation of bids, and contractor finalization. Identify opportunities for cost savings through design improvements, material optimization, and efficient sequencing. Align construction technology and methods with project scale and complexity. 7. Team Leadership & Capacity Building Lead, mentor, and develop senior engineers, project managers, planning heads, and site teams. Promote cross-functional collaboration and knowledge sharing across departments. Evaluate performance and set technical KPIs across projects and teams. 8. Executive & Client Communication Report technical progress, challenges, and strategic decisions to the board and senior leadership. Represent the company in high-level meetings with clients, consultants, government bodies, and JV partners. Preferred candidate profile Qualifications & Experience: Bachelors Degree in Civil Engineering. 1520+ years of experience in the construction and real estate industry, with at least 5 years in a senior/executive technical leadership role. Proven experience in managing large-scale residential, commercial, or infrastructure projects from design to handover. Sound understanding of contracts, BOQ analysis, project costing, and MEP coordination. Familiarity with international codes (ACI, BS, ASHRAE, NFPA) and local DRC construction laws. Skills & Competencies: Strong leadership, decision-making, and strategic thinking. Deep technical knowledge in structural, civil, and MEP systems. Exceptional coordination and negotiation skills with consultants and contractors. High integrity, risk awareness, and attention to detail. Fluent in English (Hindi is a strong advantage).
