Job Description : Head of Commissioning (EPC Oil & Gas) Key Responsibilities 1. Commissioning Strategy & Leadership Develop and implement commissioning strategy, execution plans, and methodologies for oil & gas EPC projects. Lead commissioning teams across multiple disciplines (process, mechanical, electrical, instrumentation, utilities). Ensure all commissioning activities are executed in compliance with contractual requirements, industry standards, and HSE policies. 2. Planning & Execution Define pre-commissioning, commissioning, and start-up schedules aligned with project milestones. Oversee preparation of commissioning procedures, test packs, checklists, and system handover dossiers. Coordinate systemization and prioritization of subsystems for safe and efficient commissioning. Manage vendor coordination, equipment performance testing, and integrated system start-up. 3. Interface Management Act as the focal point between engineering, procurement, construction, operations, and client representatives. Ensure smooth handover from construction to commissioning and finally to client operations. Lead technical reviews, risk assessments, and readiness checks with stakeholders. 4. Safety, Quality & Compliance Enforce strict adherence to safety and environmental requirements during commissioning activities. Drive safety audits, pre-start-up safety reviews (PSSR), and permit-to-work systems. Ensure commissioning documentation, as-built records, and handover dossiers meet QA/QC and contractual standards. 5. Leadership & Team Management Build and manage commissioning teams (discipline engineers, supervisors, technicians). Mentor and develop commissioning engineers to enhance organizational competency. Drive collaboration across multicultural and multi-location teams in large-scale projects. 6. Continuous Improvement & Lessons Learned Capture and document commissioning lessons learned for continuous improvement. Support knowledge transfer across projects to optimize future execution. Promote adoption of digital tools and modern commissioning management systems. Qualifications & Experience Bachelor’s degree in Mechanical, Chemical, Electrical, or Instrumentation Engineering. 18–25+ years of oil & gas EPC experience, with at least 10 years in commissioning leadership roles. Proven expertise in commissioning of refineries, petrochemical plants, LNG, pipelines, or offshore platforms. Strong knowledge of process safety, PSSR, systemization, and project execution. Experience managing EPC contractor and subcontractor interfaces. Familiarity with industry codes (API, ASME, IEC, NFPA, etc.) and international commissioning standards.
