TECHNICAL DIRECTOR

Job Description : TECHNICAL DIRECTOR CEMENT PLANT SIERRA LEONE To oversee the entire operation of the cement plant, ensuring optimal performance in production, quality, cost, safety, and efficiency, while leading multidisciplinary teams and ensuring long- term asset reliability. 4. Key Responsibilities A. Production Management Define and achieve cement production targets. Improve OEE / plant availability and equipment performance. Oversee ship unloader operation and packing lines. B. Maintenance & Reliability Implement preventive, corrective, and predictive maintenance plans. Ensure high availability of critical equipment. Lead annual shutdowns and major overhauls. C. Health, Safety & Environment (HSE) Build a strong safety culture with a zero-accident target. Ensure compliance with environmental standards. Conduct internal and external HSE audits. D. Quality & Laboratory Ensure cement quality meet standards. Monitor key quality indicators. Reduce customer complaints and non-conformities. E. Financial & Budget Management Prepare and manage the plants annual operating budget. Control production costs. Optimize inventory levels and stock accuracy. F. Leadership & Human Resources Lead and develop plant teams. Implement skills development programs. Promote discipline, communication, and operational excellence. 5. Required Competencies A. Technical Strong expertise in the cement manufacturing process. Knowledge of mechanical, electrical, and automation systems. Ability to analyze OEE, MTBF/MTTR, and energy consumption. Proficiency in DCS/SCADA and ERP systems. B. Managerial Leadership and decision-making capability. Experience managing multidisciplinary teams. Ability to drive continuous improvement. C. Behavioral Result-oriented and rigorous. Strong safety mindset. Excellent communication skills. 6. Qualifications & Experience Engineering degree in Mechanical, Electromechanical, Industrial Processes, or Chemical Engineering. +20 years of experience in the cement industry. Experience in Africa or challenging environments is a plus. Fluent in English (French is a plus). 7. Key Performance Indicators (KPIs) Production volumes. Plant availability / OEE. Specific energy consumption. Variable production cost. HSE performance (LTI, Zero accident) Quality compliance rate. Budget adherence. 8. Special Conditions Strong on-site presence required.
