20 yearsJob Description : HSE/SAFTEY MANAGER SIERRA LEONE Safety Manager Power Plant Project | 15+ yrs exp | HIRA, Risk Analysis, Safety Training, NEBOSH Certified Role & responsibilities Key Responsibilities · Develop, implement, and monitor comprehensive Health, Safety & Environment (HSE) policies for the project site. · Conduct Hazard Identification and Risk Assessment (HIRA) for all site activities and ensure mitigation measures are in place. · Perform Job Safety Analysis (JSA) and Risk Analysis for critical tasks. · Identify unsafe acts and unsafe conditions, recommend corrective and preventive actions, and ensure timely implementation of remedies. · Lead safety audits, inspections, and risk assessments to identify hazards and enforce corrective actions. · Establish and maintain emergency response procedures and training programs. · Design and deliver safety training modules for site personnel, contractors, and supervisors covering: o Induction training for new employees and contractors o Toolbox talks and daily safety briefings o Specialized training on working at heights, confined spaces, lifting operations, and electrical safety o Fire safety and emergency preparedness drills o Training on international safety standards and IFC Performance Standards · Ensure compliance with IFC Performance Standards, NEBOSH, ADIS, and other international safety regulations. · Coordinate safety practices across civil, mechanical, and electrical contractors, including local and international manpower. · Drive a culture of safety awareness and accountability among all site personnel. · Prepare and present regular safety reports to senior management and stakeholders. · Liaise with regulatory authorities and ensure adherence to statutory requirements. Required Qualifications & Skills · Bachelors Degree in Mechanical Engineering (mandatory). · Minimum 15 years of experience in safety management within large-scale construction/EPC projects. · Certifications: NEBOSH, ADIS, or equivalent international safety qualifications. · Strong knowledge of international safety standards and construction site safety management. · Awareness of IFC Performance Standards and their application in infrastructure projects. · Expertise in HIRA, JSA, risk analysis, unsafe condition identification, remedial measures, and safety training delivery. · Proven ability to manage multiple contractors and diverse teams (civil, mechanical, electrical). · Excellent leadership, communication, and problem-solving skills. · Smart, hardworking, and proactive in implementing best safety practices.
