Job Description : SECURITY AND EMERGENCY HEAD WEST AFRICA Indian expat with min rank of Major, 25+ years experience Preference in oil and gas Countries – Ghana, Cameroon and Guinea Base Ghana The Head of Security & Emergency Response provides strategic direction and management to ensure the security of personnel, capital assets and proprietary information for the Company. He/she serves as Subject Matter Expert / Adviser for company units. Moreover, the position is responsible for emergency planning and disaster recovery as well as compliance with environmental regulations. Key Accountabilities/Result Area • Manage Security Operations, budget and contracts for APCC/APCL, and provide security advice to APCC and contract personnel. • Design and implement policies and strategies for Corporate Security, including but not limited to, internal investigations, executive protection, workplace violence, technological protection systems, contract guard force management, proprietary information protection, computer security, crisis management, and environmental health and safety. • Manage airport security support and other security personnel, materials and provide security operation services in Onshore & Offshore. • Manage Security Supervisors deployed to asset/areas and project teams and approve security plans for asset/facility activities and monitor implementation through the Supervisors’ and contract Security Company. • Implement and ensure compliance with VPSHR security operations. • Periodically conduct Security Risk Assessments (SRA), and Security CSTMA to determine country operating levels. • Intelligence gathering, and lead investigation into Security and VPSHR incidents. • Provide security advice to the HSSE Manager. • Liaise with APCC/APCL Management to define company security strategies, to protect people and assets against major potential threats (hostage taking, armed conflict, terrorism, militant activism, organized and violent crime, and information theft, etc). • Ensure that there is a consistent, common approach to security and that all operations are conducted in accordance with National, International and Addax Standards. • Ensure that fit-for-purpose security policies, plans and procedures are in place, and that they are reviewed on a regular basis. • Establish and maintain a network of security contacts throughout the country to share information and good security practices. • Proactively promote Security Risk Management, security awareness, collective and individual responsibility for practicing good security practices at all times. • Engage in the development of security-related crisis and business continuity plans to provide specialist security advice when required. • Provide PPO services to senior staff and VIP when necessary. • Maintain and manage all electronic security systems. • Monitor, maintain and manage material exit procedures. • Identify, evaluate and manage security risk to people, information, asset and company image. • Inform and update ADDAX Management on security exposures. • Manage APCC’s Emergency Response and Evacuation Plans. • Manage security operations for all aspects related to personnel, production and operations in Cameroun onshore and offshore in order to contribute to the optimization of safe production and thereby maximize business profitability. The incumbent may perform other related duties as assigned. Interface & Dimensions Internal Interface • The incumbent is part of a HSSE Team of 09 staff. • Management of all security workforce onshore and offshore (more than 100 people). • APCC/APCL workforce: 130 locals, and expat staff plus families. • APCC/APCL periodical visitors, local and expatriate consultants. External Interfaces • Government Agencies, Military Authorities, Local Forces of Law and Order. • Private Security Companies. • Security Managers from other Operators. • National and International Companies Security Managers • OSAC. • Security vessel providers. Dimensions • Onshore facilities: o Logistic Base: 4 hectares at the port site hosting 2 office buildings, 2 warehouses, and a recreation complex (catering/sports/leisure); o 6+- residences and apartments. • Offshore facilities: o 1Central processing platform including living quarters; o 11 producing platforms, and periodic drilling Rigs. • Quayside Boat loading and staff transfer offshore. • OPEX: Directly accountable for USD 1MM approx. annual budget. • CAPEX: $ 0.5 MM. • Contract Holder for security contracts. • Staff numbers:2 Direct Reports, and more than 135 Indirect security officers (via the contractor). Key Challenges • Ensure security for staff and families in an environment with increasing security exposures and expat staff fully integrated in the local community. • Maintain excellent liaison with Forces of Law & order (police and military), and Embassies to ensure full support and co-operation especially in times of hostility. • Zero Security incidents to staff, contractors and assets. • Ensure rapid, and prompt recovery intervention on 24/7 basis if any threat appears. • Periodically update Crisis Management and Emergency Response Systems. • B.Sc. degree in Industrial Security / Law / Criminal Justice / Business Administration or any related field. An M.Sc. degree in Security Management, Risk Management or a related field will provide an edge. • Certification in security Management will be a plus. • Military academy, Police academy or similar exposure. • At least 10 years' experience in Corporate Security Management and asset protection. • Strong interpersonal skills are required to develop the many and varied interfaces and to engender trust, credibility and respect. • Good knowledge of Oil and Gas E&P business and understanding of local environment. • Ability to lead an integrated and ensure delivery to deadlines • Creative, imaginative, well organised with good influencing skills based upon extensive specialist knowledge. • Developed leadership skills- able to prioritize and delegate tasks with limited resources. • Strategic thinker and competent communicator- able to assimilate complex data, define objectives and deliver clear results using available resources and communicate implementation plans. • Experience in the function and full familiarity with HSSE policies, standards and procedures, and the Global Security processes. • Detailed knowledge and mastery of Security Management in a large multinational operating in high threat environments. • Proficient computer skills including Microsoft Office Suit. • Effective oral and written communication skills. • Fluent in English and French,
