20 yearsJob Description : GM OPERATIONS LIBERIA The General Manager Operations will lead end-to-end execution of EPC projects across West Africa and will be responsible for project delivery, operational profitability, client management, construction leadership and organizational development. The role requires a hands-on operations leader capable of managing multi-country projects, multicultural teams, subcontractors and remote coordination with the India engineering/procurement office. The incumbent must ensure projects are executed safely, within budget, on schedule and in line with contractual and quality requirements. The position demands strong commercial understanding, execution capability and leadership maturity to operate independently in developing markets and difficult project environments. Role & responsibilities 1. EPC Project Execution & Delivery Lead execution of multiple EPC projects including tank farms, terminals, pipelines, utility systems, industrial buildings and infrastructure works. Ensure projects are delivered within approved cost, schedule, quality and safety targets. Drive project planning, resource allocation and execution strategy from mobilization to commissioning. Monitor project progress against baseline schedules and initiate corrective actions for delays or cost overruns. Review construction methodologies and implement productivity improvement initiatives. 2. Multi-Country Operations Management Oversee operations across 45 West African countries. Manage country/site managers and ensure standardization of operational systems and reporting. Coordinate logistics, manpower deployment and equipment utilization across project locations. Support country teams in handling local authorities, statutory approvals and operational challenges. 3. Engineering & Procurement Coordination Work closely with the Mumbai (India) engineering and procurement office to ensure timely release of engineering deliverables and procurement activities. Ensure engineering designs are practical, cost-effective and aligned with site execution realities. Review procurement plans, vendor performance, long-lead items and material delivery schedules. Coordinate resolution of technical and commercial issues between site teams and India office. 4. Commercial & Contract Management Monitor project commercial performance and profitability. Lead variation claims, extension of time (EOT), subcontractor claims and client negotiations. Ensure proper contract administration and compliance with EPC contractual obligations. Review project cash flow, billing milestones, collections and cost forecasts periodically. 5. Construction & Site Leadership Provide leadership to project managers, construction managers and discipline heads. Ensure effective coordination between civil, mechanical, piping, electrical and instrumentation teams. Resolve critical site issues, technical bottlenecks and resource conflicts. Conduct periodic project reviews and site visits. 6. HSE & Quality Management Enforce strict HSE policies and ensure compliance with international safety standards and client requirements. Drive safety culture across all project sites. Ensure QA/QC systems, inspection procedures and documentation standards are implemented effectively. Lead incident reviews and corrective/preventive actions. 7. Organizational & Team Development Build and mentor high-performing project execution teams. Identify manpower requirements and support recruitment of key project personnel. Develop succession planning and second-line leadership capabilities. Establish performance-driven operational culture. Demonstrate good business acumen, clear understanding of how the businesses work and is knowledgeable in current and possible future practices and trends. Take charge in high-priority crises. 8. Stakeholder & Client Management Act as the primary operational interface with clients, consultants, licensors and strategic partners. Maintain strong relationships with customers and government stakeholders across operating regions. Participate in project reviews, commercial discussions and strategic business meetings. Develop, establish, and direct execution of operating policies and procedures to support overall company policies and objectives. Key Performance Indicators (KPIs): Project profitability and gross margins. On-time project completion. Cost variance against approved budgets. Client satisfaction and repeat business. Safety performance (LTI / TRIR). Project cash flow and collections. Resource productivity. Quality compliance and rework reduction. Skills required Highly task oriented and ability to achieve challenging tasks / objectives. Possess technical and business acumen; provide a result-oriented approach. Excellent and clear communication, analytical skills. Ability to take quick decisions and maintain a collaborative approach. Ability to be firm and assertive. Effective in relationship building abilities with Customer representatives, partner companies, consultants, vendors and internal stakeholders. Create a high-performance culture and an enabling environment through alignment of business requirements and departmental goals. Ability to be hands-on and motivate and develop second line and a good team in all the functions and work through them. Ability to defuse conflict and facilitate dispute resolution. Preferred candidate profile 20+ years overall experience out of which at least 5 years should have led EPC projects in Oil & Gas, Water Management, Power Management or similar infra-structure projects. Preferred prior work locations are India + EMEA geographies. Experience of working in Africa or other remote international locations would be an advantage. Must have handled full EPC lifecycle including engineering, procurement, construction and commissioning
