Job Description : CFO DUBAI Chief Financial Officer (CFO) – Infrastructure Platform ???? Sector: Infrastructure | PPP Concessions | Project Finance | East Africa ?? Regular travel across East & Central Africa We are seeking an accomplished Chief Financial Officer (CFO) to lead the finance function of a fast-growing infrastructure and PPP concessions platform headquartered in Dubai, with operations and investments across East Africa. This is a founding-level CFO opportunity for a senior finance leader who has successfully led project finance, infrastructure investments, capital raising, and multi-country financial operations. Reporting directly to the Managing Director, the CFO will act as a strategic finance partner, driving financial strategy, debt structuring, investor engagement, and long-term value creation across a growing portfolio of infrastructure assets. • Lead project finance strategy, debt structuring, negotiations, and financial close across multiple jurisdictions • Build and manage relationships with DFIs, commercial banks, institutional investors, and infrastructure funds • Own long-term PPP/concession financial models including DSCR, IRR, NPV, equity waterfalls, and sensitivity analysis • Drive equity fundraising processes, investor presentations, due diligence, and capital structuring • Establish robust financial reporting, governance, treasury controls, compliance, and IFRS standards across multiple entities • Manage HoldCo/SPV structures, cross-border financial planning, and stakeholder reporting • Partner with operational leadership on project execution, financing milestones, and lender obligations • 15+ years of experience in infrastructure finance, project finance, PPP advisory, or investment-related roles • Proven CFO / Deputy CFO experience in infrastructure, investment, or project-driven environments • Track record of closing long-term project finance or PPP debt facilities in Sub-Saharan Africa (East/Central Africa preferred) • Strong expertise in concession financial modelling and infrastructure investment analysis • Experience working with DFIs, pension funds, infrastructure investors, and institutional capital providers • Strong understanding of SPV structures, cross-border investments, and multi-country operations • Background in infrastructure advisory, investment banking, Big 4, or development finance environments is highly valued Preferred Experience: • Port, logistics, transport, hospitality, or energy concession exposure • Experience in frontier markets and emerging economies • Familiarity with FIDIC contracts, EPC financing, and construction-phase funding • Arabic or French language skills would be advantageous What This Opportunity Offers: • A strategic leadership role within a high-growth infrastructure investment platform • Direct partnership with senior leadership and shareholders • Competitive executive compensation with performance incentives and potential investment participation • Dubai-based role with regional exposure across Africa • Opportunity to build and shape a finance function supporting long-term infrastructure development
